About GSDA
Griffin-Spalding Development Authority
Created in 1962 as a Constitutional Development Authority in
accordance with Georgia state law, the Griffin-Spalding County
Development Authority works to attract new industry and expand
existing industry in the county. Its twelve members meet monthly to
report on projects, plan strategy, consider inducement resolutions
for new industries, and to acquire and develop industrial buildings,
industrial sites and industrial parks.
A local government is permitted to support its Development Authority
by dedicating the proceeds of an ad valorem tax to the Authority (up
to 1 mill for counties and up to 3 mills for cities). Other support
can include providing the Development Authority with property to be
used for a proper public purpose. Some of this support may be passed
through indirectly to a project.
The Griffin-Spalding Development Authority has collected 1 mill each
from the city and county for several years in the past in order to
repay bonds issued to purchase and grade the industrial park and to
construct a spec building. However, in July of 2000 the authority
began being funded solely by Spalding County due to House Bill 489
(duplication of services).
The
Griffin-Spalding Development Authority (GSDA) is the designated
industrial development agency for Spalding County, and is empowered
to issue industrial revenue anticipation bonds to build and expand
manufacturing and warehousing facilities within the county. The
Board meets on the 2nd Thursday of every month to finance projects
and to strategically plan for future jobs for the county.
The GSDA board of directors is composed of twelve of the community's
leading citizens; they are appointed by the City of Griffin and
Spalding County Boards of Commissioners for a three-year term. The
City of Griffin and Spalding County each appoint one additional
member from their respective commissions to serve for a one-year
term. The Chairman of the Board of the Griffin-Spalding Chamber of
Commerce is also a member of the GSDA.

Butts-Henry-Lamar-Spalding Joint Development Authority
The Butts-Henry-Lamar-Spalding County Joint Development Authority
was created in 1995 to promote trade, commerce, industry and
employment opportunities within this four county region. An industry
choosing to locate in Spalding County would be entitled to a jobs
tax credit of $500 per job in addition to the existing jobs tax
credit of $2,500 per job.
The twelve members of the Board of Directors are appointed by the
County Commission in the respective counties in which they are
residents. The Board of Directors met quarterly on the second
Wednesday in January, April, July, and October of each year.
Members of the Butts-Henry-Lamar-Spalding County Joint Development
Authority representing Spalding County are: Chuck Copeland, Chairman of
the Griffin-Spalding Development Authority; Martha McDaniel and
Turner Davis.
